Quick answer

The Petrochemical License unlocks the oil-processing workflow. After you obtain it, do not build every oil machine at once. First prove one small chain: bring Crude Oil back to an Oil Tank, feed the Oil Refinery, and confirm the first processing stage before adding an Oil Processor or a larger layout.

The official update does not publish the License's exact level, price, vendor, or prerequisite. If it is still unavailable in your save, use the Level 6–12 progression guide and follow the requirement shown by the current game instead of copying an unsupported number.

Use the License as the entrance to a new production chain, not as proof that the extraction, transport, and storage stages are already working.

Run the smallest useful test

  1. Confirm that you have reached and cleaned an Oil Reserve. If not, start with finding oil using Radar Mode.
  2. Prove extraction through the Pipe Head before changing factory machinery.
  3. Load one Tanker and prove the Tanker-to-Oil-Tank handoff.
  4. Add the Oil Refinery as the first processing checkpoint.
  5. Confirm the machine receives Crude Oil and exposes the expected first-stage role.
  6. Add an Oil Processor only when you have a specific later product to make.

If the oil never reaches the factory, stop at the Tanker Truck and Oil Tank guide. A License cannot repair an empty reserve, disconnected pipe, full destination, or failed vehicle handoff.

If the License is available but production is not working

Work from the source forward:

Change one handoff at a time. The Oil Refinery and Oil Processor guide separates the two machine roles, while the oil products reference identifies which officially named products belong later in the chain.

Current-version boundary

The current hotfix is v1.1.1. It changes Oil Pipe behavior, Tanker-to-Oil-Tank timing, reserve feedback, and oil recipe and contract balance. It does not add a published License price, exact prerequisite, or fixed machine ratio. Retest the smallest oil handoff on the current version before relying on launch-week numbers from another source.
